This National Post story says that the Dutch took their idea from a Canadian project but offers no other details on that angle. The story is interesting in itself, however. The context is interesting, too: the Dutch say that in their country, “It is becoming more fashionable to support repressive measures.” The managers of this program show pride in their stance, unfashionable as it might be.
